Jennifer Franks

Jennifer R. Franks is a Director in GAO’s Information Technology and Cybersecurity team. She oversees work on emerging cybersecurity issues and federal agencies’ abilities to protect privacy, sensitive data, and the computing infrastructure. Jennifer also leads the team’s ongoing assessment of information technology and cybersecurity issues during the coronavirus pandemic. In addition, she is a certified member of GAO’s adjunct faculty, where she facilitates agency new hire, and Diversity, Equity and Inclusion courses.

Jennifer joined GAO in 2006. She has led audits on cybersecurity and IT management/operations at an array of federal agencies, including the Department of Health and Human Services, National Institutes of Health, Centers for Disease Control and Prevention, and Office of Personnel Management. She has also led various training events and presented at panels on topics such as information security auditing, diversity and inclusion, and mentoring.

Jennifer earned a master’s degree in information security policy and management from Carnegie Mellon University. Jennifer earned a bachelor’s degree in computer information systems from Hampton University.

Jonathan Feibus

Jonathan Feibus serves as the Chief Information Security Officer for the Nuclear Regulatory Commission. He has responsibility for the cybersecurity program for the entire organization. He joined the NRC in 2008 on their operational cybersecurity team. Prior to joining the NRC, Mr. Feibus worked in the private sector at companies that include the American Institutes for Research and General Electric Information Services and has over 30 years of Information Technology and Cybersecurity Operations experience at businesses large and small. His current work focuses on managing cloud security, cybersecurity automation and risk informed cybersecurity decision making as he works with the NRC transformation efforts to become a modern, agile and innovative modern regulator.

Kevin Cox

Deputy Chief Information Officer

Kevin Cox is the Deputy Chief Information Officer for the U.S. Department of Justice (DOJ). In this position, Mr. Cox oversees all mission and functional activities required to support the Office of the Chief Information Officer, including service delivery, security, finance and budget, and policy. Prior to his current role, Mr. Cox served as Program Manager for the federal Continuous Diagnostics and Mitigation (CDM) Program within the Cybersecurity and Infrastructure Security Agency (CISA) within the U.S. Department of Homeland Security, as well as the Deputy Chief Information Security Officer (CISO) at the DOJ. Mr. Cox holds M.A. degrees from West Virginia University and the University of Chicago.

Peggy Tsai is Chief Data Officer at BigID where she is responsible for building the data strategy and enabling governance capabilities for customers. Peggy has 20 years of practitioner experience in data management and governance in financial services industry. Prior to BigID, she held leadership roles at Morgan Stanley, AIG and S&P Global. Beau started his career as a security minded system/network administrator in the Electric Utility Industry who looked for every security related project possible and eventually evolved into a network security Subject Matter Expert for the National Laboratories. After years of living and breathing firewalls and network architecture/administration, SIEMs, application delivery controllers, network modeling, etc, He moved on to professional services roles that concentrated on risk analysis, product integration, and complex POCs for a software vendors and then moved into the Value Added Reseller (VAR) world. His current position at Thundercat Technology as a Systems Engineer, allows him to utilize his network security background and focus on best-of-breed technologies in a pre-sales role to provide Public Sector and Commercial customers with advanced security solutions. Given his background, Beau specializes in operational technology security and leads the operational security practice at Thundercat technology where he works with customers and vendors across the industry to provide solutions tailored to the unique challenges encountered in these critical systems.

Michael Kennedy retired in May 2017 from the Office of the Director of National Intelligence (ODNI). He had an extensive career in the Federal Government, with leadership responsibilities leading to numerous national level roles at the Senior Executive Service level since April 2006. He served in many positions within the ODNI beginning in its first year of operation and culminating in his final assignment as the Deputy Program Manager for Technology and Standards for the Program Manager – Information Sharing Environment (PM-ISE), within the ODNI.
