Jay Bonci

Mr. Jason Bonci is the Department of the Air Force Chief Technology Officer at Office of the Chief Information Officer. His responsibilities are to drive the adoption, resilience, and strategic technical vision of the Enterprise IT portfolio.
Prior to his current position, he was the Senior Director of Public Sector Engineering at Akamai Technologies in Cambridge, Massachusetts. There he led a team of 60 engineering, operations, and consulting professionals in designing and operating Akamai’s public sector portfolio. This included being the technology provider behind the Department of Defense’s Global Content Delivery Service program that powered delivery, security, and optimizations for over 2,000 capabilities. Under his architectural guidance, this service became part of the technical underpinning of the DoD’s internet access delivery system, the Air Force enterprise cloud program (CloudOne) and the Army’s identity and credential access management system. Mr. Bonci also designed and fielded the Shepherd protective domain name service program in conjunction with Defense Digital Service which helped protect Defense Industrial Base companies and national critical infrastructure. Over this 14 year tenure, he had numerous roles in the public sector, including engineering management and as an individual contributor in systems engineering and web applications.
Prior to Akamai, Mr. Bonci was involved in the Open Source community as an engineer at VA Linux and as a contributor to the Debian Linux Distribution. Having worked as an independent security researcher, he is a contributor to the DoD Vulnerability Disclosure Program. He is also an Eagle Scout.

Dave is a Director in GAO’s Information Technology and Cybersecurity team. He oversees audits on the IT and cybersecurity workforce, critical infrastructure protection, and the IRS’s IT modernization efforts.
Dave joined GAO in July 2002. He has led numerous reviews of federal data center optimization and cloud computing, and was responsible for GAO’s work on the High-Risk area of Improving the Management of IT Acquisitions and Operations. Prior to joining GAO, Dave worked as a business consultant for several private sector firms (including PricewaterhouseCoopers), and served as a Surface Warfare Officer in the United States Navy.
Dave earned a master’s degree in business administration from the University of Arizona. Dave earned a bachelor’s degree in anthropology from Vassar College.

Dr. Gregg “Skip” Bailey

Dr. Bailey joined The Census Bureau as the Deputy CIO and Assistant Director for Information Technology on June 11 2018. He brings a strong background in public and private IT management and leadership. During the last 4 years he has been instrumental in supporting the ongoing work of Census as well as supporting the development of a Enterprise Data Lake, and creating the Secure Cloud Team. He enjoys time with family when not busy at work. He has 9 children and 13.5 grandchildren.
Previously Dr. Bailey was the founder and CEO of Elegant IT Solutions. Prior to that he was engaged with Deloitte Consulting LLC as a Federal Competency Director with the Technology Strategy and Architecture Platform for 6 years. Dr. Bailey brought to Deloitte excellent private and public sector career credentials that add to Deloitte’s Technology competency. His knowledge of change management, data center consolidation and operations, network design and deployment and IT services management, coupled with his outstanding reputation and record of performance within the Department of Justice positioned him well to be a transformation agent. Dr. Bailey has successfully shaped agile and effective IT organizations that support the agencies mission. His leadership and skill in transforming organizations have made him an effective change agent within IT. In addition to working with Department of Justice and other federal clients, Dr. Bailey has been the Federal Lead for Cloud Computing within Deloitte.
In his previous position as CIO, Dr. Bailey addressed strategy, organization, process and technology issues that impacted both the IT domain and key ATF mission domains. This included changing the culture of ATF IT into a agile customer service organization, successfully handling $350 million of managed services contracts, relocating a data center and refreshing more than 7,000 desktops without interruption of service, dramatically improving the information security profile of the organization and establishing a strategic planning process that is now being used by the entire Bureau.
Prior to his role at ATF, Dr. Bailey was responsible for all IT assets of the Federal Bureau of Investigation (FBI) under the CIO. His role included management of approximately 700 employees and 300 contractors and an annual operating budget of approximately $250 million. Specific relevant projects included upgrade of the FBI communications infrastructure with more than 1,000 nodes, a refresh of more than 35,000 desktops world-wide, and a dramatic improvement to the IT Planning and Architecture function for the FBI.
Prior to his role at FBI, Dr. Bailey held various senior leadership roles including: Chief Technology Officer and Director Engineering and Architecture, Director Global Operations, Director of Human Resources and Special Projects for The Church of Jesus Christ of Latter-Day Saints. His work included the installation of a world-wide network to more than 90 countries, establishing the Church on the Internet that resulted in one of the most popular websites of all time (FamilySearch.com), developing a 10-year IT strategic plan for the Church, designing a successfully executed plan to move the main data center into a consolidation with Brigham Young University, creating and successfully managing Centers of Excellence for developers as well as Human Factors Analysts.
Dr. Bailey is a recipient of the 2007 Presidential Rank Award – Meritorious Senior Professionals and Executives. This award is the top award in the Federal government for senior executives. He is credited with contributing toward a variety of publications and technical reports; as well as teaching at a number of universities. He holds a Ph.D. and M.A. from New Mexico State University and a B.S. from Brigham Young University.

Ramesh Menon

Mr. Ramesh Menon was appointed Chief Technology Officer (CTO), Office of the Chief Information Officer (CIO), Defense Intelligence Agency (DIA) on March 1, 2021. Mr. Menon is responsible for technology and strategy planning, experimentation, emerging technology solutions architecture supporting DIA and IC priorities including FVEY partners. Mr. Menon assumed his current position upon his appointment to the SES / DISL-T1. Mr. Menon serves as the CTO and authoritative information technology expert for DIA. He develops a cohesive technological strategy for CIO’s, business, and mission partner’s capabilities on the Joint Worldwide Intelligence Communications System and in the Department of Defense Intelligence Information Systems enterprise.
Mr. Menon serves as the senior DIA technologist and interface to the Intelligence Community, Department of Defense, Military Service’s Intelligence Centers, Combatant Commands, international partners, national labs, industry and academia. He conducts feasibility assessments of current and future technology trends within the private and public sectors and makes recommendations on adoption that will increase DIA’s decision advantage. As the CTO, Mr. Menon will serve as the principal advisor for artificial intelligence to the Director and collaborate with other IC and DoD AI leaders.
Born in India Mr. Menon earned a Bachelor’s degree in Electrical Engineering and a Master’s degree in Business Administration (MBA) from California State University. He has co-authored three books and has a patent pending for supply chain assurance using Blockchain technology.
Mr. Menon was a CTO in the private sector at IBM and a Chief Architect at Johns Hopkins University – Applied Physics Laboratory (JHU-APL) leading Artificial Intelligence, cloud, cyber and strategic national security initiatives.
Mr. Menon is a member of IEEE congressional delegation on science and technology and an invited frequent guest lecturer on emerging technologies at Johns Hopkins University was a member of Brookings Institution AI expert panel on autonomous weapon systems and served on space innovation council workgroup along with NASA, SMC and DARPA. He is also a mentor to AFRL catalyst campus, NASA Frontier Development Labs supporting OSINT and EdgeAI to operate in contested spaces.
He lives in beautiful Pacific Northwest with his wife of 23 years and their daughter. He enjoys hiking, traveling, cooking and nature.
