Alvin “Tony” Plater
Chief Information Security Officer
Mr. Plater was designated the DON CISO /Senior Information Security Officer (SISO) in February 2021. He reports directly to the DON Chief Information Officer (CIO) on the effectiveness of DON’s Cybersecurity Risk Management Program. In support of the DON Information Superiority Vision (ISV), he leads a team responsible for driving strategic initiatives to secure DON’s data, regardless of where it resides. These strategic initiatives include Secure the Defense Industry Base (DIB) and implementation of a Cyber Ready approach to Risk Management. He is a champion for threat informed Cyber Risk Quantification and expansion of Threat Emulation Assessments.
Mr. Plater has military, government, and industry experience. He joined the government in November 2015 as a Senior Cybersecurity Advisor to the DON CIO. Since then, he has held the position of Chief of Staff, Director for Cyber Security, and the DON CISO. Prior to his selection for government service, Mr. Plater accumulated 13 years of industry experience as a Senior Lead Technologist with a top IT consulting firm. In this capacity, he rendered onsite cybersecurity policy and technical support to senior officials in various offices including the DoD CIO Cloud Computing Office, Navy N2/N6, and the Navy Marine Corp Intranet (NMCI) Program Office.
Mr. Plater is a retired U.S. Army military IT professional who was formally recognized on numerous occasions for exemplary/meritorious service. During his military career, he completed leadership assignments with the Joint Staff J4, U.S. Central Command, U.S. Special Operations Command, and the 501st Military Intelligence Brigade.
Mr. Plater is a graduate of the DON’s “Bridging the Gap” and the Federal Executive Institute (FEI) Executive Leadership Development Program. He holds a Master’s of Science Degree in Information Systems, Certified Information System Security Professional (CISSP), Certified Information Security Manager (CISM), and EC-Council Certified Ethical Hacker (CEH) certifications.
Mr. Plater frequently speaks at media events on various topics including Modernizing Cybersecurity, Compliance to Readiness, Zero Trust Networking, and Risk Management.

Jay Bonci
Chief Technology Officer
Mr. Jason Bonci is the Department of the Air Force Chief Technology Officer at Office of the Chief Information Officer. His responsibilities are to drive the adoption, resilience, and strategic technical vision of the Enterprise IT portfolio.
Prior to his current position, he was the Senior Director of Public Sector Engineering at Akamai Technologies in Cambridge, Massachusetts. There he led a team of 60 engineering, operations, and consulting professionals in designing and operating Akamai’s public sector portfolio. This included being the technology provider behind the Department of Defense’s Global Content Delivery Service program that powered delivery, security, and optimizations for over 2,000 capabilities. Under his architectural guidance, this service became part of the technical underpinning of the DoD’s internet access delivery system, the Air Force enterprise cloud program (CloudOne) and the Army’s identity and credential access management system. Mr. Bonci also designed and fielded the Shepherd protective domain name service program in conjunction with Defense Digital Service which helped protect Defense Industrial Base companies and national critical infrastructure. Over this 14 year tenure, he had numerous roles in the public sector, including engineering management and as an individual contributor in systems engineering and web applications.
Prior to Akamai, Mr. Bonci was involved in the Open Source community as an engineer at VA Linux and as a contributor to the Debian Linux Distribution. Having worked as an independent security researcher, he is a contributor to the DoD Vulnerability Disclosure Program. He is also an Eagle Scout.

Michael Kennedy retired in May 2017 from the Office of the Director of National Intelligence (ODNI). He had an extensive career in the Federal Government, with leadership responsibilities leading to numerous national level roles at the Senior Executive Service level since April 2006. He served in many positions within the ODNI beginning in its first year of operation and culminating in his final assignment as the Deputy Program Manager for Technology and Standards for the Program Manager – Information Sharing Environment (PM-ISE), within the ODNI.
Mr. Kennedy has left an indelible mark of professional accomplishment and Leadership across a broad spectrum of complex issues, most notably in the development of innovative technology solutions and transformative outcomes for the Intelligence Community (IC) during 42 years of total government service in IT and other leadership roles:
