Chief Technology Officer

Julian Zottl is the Chief Technology Officer for Cyber Protection Solutions within Raytheon Intelligence & Space, a Raytheon Technologies business. He is also Cyber and Information Operations (IO) Subject Matter Expert (SME) and considered a world expert in large scale Computer Network Defense (CND).

Julian’s career in Cyber Engineering started during graduate school, where he worked for the Vitreous State Laboratory (VSL). There, he architected a Supervisory Control and Data Acquisition (SCADA) system to control the flow, processing and disposal of nuclear waste. Later, these technologies were deployed at nuclear waste disposal sites throughout the United States. From VSL, he went to work at NASA HQ, engineering solutions for the NASA Network Operations Center (NOC) to enhance security. Next, he went to FannieMae where he helped bring the organization up to Sarbanes-Oxley Act (SOX) compliance and enhanced the cybersecurity of FannieMae’s more than 8,000 web servers. He then joined Raytheon and has been with the company for more than 17 years.

Julian’s career at Raytheon started in reverse engineering for U.S. Intelligence and Defense customers. Among his projects, he worked to develop systems to retain anonymity on the Internet, developed Open Source Intelligence (OSINT) collection and analytics systems, and the modernization of security for the Missile Defense Administration (MDA). In 2012, he architected a nation scale CND system that is still protecting that country today.

After this, Julian became the Chief Architect of International Cyber projects at Raytheon. He traveled throughout the world, presenting at conferences and to customers on architecting nation scale CND and IO solutions.

During his tenure at Raytheon, Julian has received multiple patents for Cybersecurity and IO, covering technologies from malware lab isolation to Internet communication monitoring. He is a Raytheon Certified Architect and SME on many projects and proposals.

Julian received his bachelor’s and master’s degrees in Electrical Engineering from Catholic University in Washington, DC. He plans to pursue his doctorate in 2024.
