Heather Dyer, a 25-year postal employee, was named vice president and chief information security officer for the U.S. Postal Service in January 2023. In this position she leads cybersecurity program governance and policy, cybersecurity risk and vulnerability management, cybersecurity engineering, identity and access management, and a 24/7 year-round cybersecurity operations group.
Prior to this role, she was the director of Retail, overseeing more than $31b in revenue and 33,000 post offices, focusing on improving the customer experience and growing revenue. Previous positions include manager, Mail Entry, overseeing large commercial mailing and shipping customers, streamlining revenue verification, and simplifying the mailing industry experience. She also served in several leadership roles, as a business mailer support analyst, postmaster, and delivery supervisor.
Heather is a graduate of multiple leadership classes, including the Postal Service’s Advanced Leadership Program, Executive Foundations, and Senior Executive Assessment Program. She holds a Bachelor of Science in management information systems and a Master of Science in cybersecurity management and policy.

Sean Connelly serves as the Trusted Internet Connections (TIC) Program Manager and Senior Cybersecurity Architect, Cybersecurity Division (CSD), Office of the Technical Director (OTD) at the Cybersecurity and Infrastructure Security Agency (CISA) within the Department of Homeland Security (DHS). The TIC initiative is the federal government’s strategy to securely protect government networks that connect to the Internet and cloud providers. CISA’s TIC Program Office works with a wide-spectrum of partners across government and industry and leads the way at enhancing network security across the federal enterprise horizon. Additionally Mr. Connelly was a co-author of the Cloud Security Technical Reference Architecture (CSTRA) designed to guide agencies’ secure migration to the cloud by explaining considerations for shared services, cloud migration, and cloud security posture management; the Zero Trust Maturity Model which assists agencies in the development of their zero trust strategies and implementation plans, and presents ways in which various CISA services can support zero trust solutions across agencies; and finally, the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-207, Zero Trust Architecture, which discusses the core logical components that make up a zero trust architecture.

Ken Bible
Chief Information Security Officer (CISO)
Kenneth W. Bible serves as the Chief Information Security Officer (CISO) for the DHS Office of the Chief Information Officer (OCIO). In this role, he is responsible for all matters relating to information and securing and strengthening the Department’s information security program and information technology (IT) posture.
Prior to his current role, Mr. Bible served under the Headquarters Marine Corps Deputy Commandant for Information (DCI) as the Assistant Director for the Information Command, Control, Communications, and Computers Division (IC4). In this capacity, he also served as the Marine Corps’ Deputy Chief Information Officer and CISO, formulating and providing broad policy guidance for IT, cybersecurity, and communications infrastructure and applications. Among his many accomplishments, he delivered ADVANA, the U.S. Department of Defense’s single authoritative source for audit and business data analytics, and led Risk Management Framework reform across the Marine Corps by guiding production of the first fully accredited secure software development (DevSecOps) pipelines.
Previously, Mr. Bible served with the Space and Naval Warfare Systems Command (SPAWAR) for almost two decades, starting as a lead engineer integrating commercial Geospatial Information Systems technology, then heading the Networks Engineering Division of the SPAWAR Systems Center Atlantic. He later became the Assistant Program Executive Officer (Engineering) for PEO Enterprise Information Systems, serving as the PEO’s chief engineer as assigned by SPAWAR headquarters.
Mr. Bible was chief engineer for the Fleet Environmental Information Management System/Protective Measures Assessment Protocol program, which was awarded the Chief of Naval Operations and Secretary of the Navy Environmental Team Awards in 2008.
Mr. Bible began his civilian service in 1985 at the former Charleston Naval Shipyard, where he rose to be a nuclear qualified engineering supervisor for three engineering branches. He was appointed to executive service as a Senior Leader in 2013, and to the Senior Executive Service in March 2015. He has a bachelor’s degree in mechanical engineering from Virginia Polytechnic Institute and earned a master’s degree in engineering from the University of South Carolina. Mr. Bible is a member of the Department of Defense Acquisition Community Professional Corps; a Level III certified acquisition professional in the Advanced Systems Planning, Research, Development, and Engineering career field; and a licensed professional engineer. He is a native of Roanoke, Virginia.

He began his career by founding a managed service provider (MSP) at 12. He held multiple industry certifications by 14, making him the youngest in the nation to do so. That MSP went on to become successful, and ultimately his launching point into Public Sector architecture and support.

Michael Kennedy retired in May 2017 from the Office of the Director of National Intelligence (ODNI). He had an extensive career in the Federal Government, with leadership responsibilities leading to numerous national level roles at the Senior Executive Service level since April 2006. He served in many positions within the ODNI beginning in its first year of operation and culminating in his final assignment as the Deputy Program Manager for Technology and Standards for the Program Manager – Information Sharing Environment (PM-ISE), within the ODNI.
Mr. Kennedy has left an indelible mark of professional accomplishment and Leadership across a broad spectrum of complex issues, most notably in the development of innovative technology solutions and transformative outcomes for the Intelligence Community (IC) during 42 years of total government service in IT and other leadership roles:
