Chief Information Security Officer

James K. Roche is the Chief Information Security Officer (CISO) for the Department of Defense Cyber Crime Center (DC3) located in Linthicum Heights, Maryland.

DC3 is a Federal Cyber Center and a Field Operating Agency aligned with the Department of the Air Force Inspector General.

As DC3 CISO, he is responsible for advising the DC3 Authorizing Official, Executive Director, and senior leadership on cybersecurity policy and cybersecurity programs. He leads a team composed of civilian and contractor personnel responsible for developing cybersecurity policy and strategy for multiple information systems, and he oversees risk management and cybersecurity accountability for information and operational technology supporting the multiple DC3 missions.

Prior to assuming his current position in 2021, Mr. Jennings-Roche held leadership positions as Cybersecurity Contract Lead and Senior Cybersecurity Consultant at DC3. Previously, he was Principle Cybersecurity Consultant for the Endpoint Security Branch at the Defense Information Systems Agency, and earlier in his career, Mr. Jennings-Roche deployed as a Field Service Security Engineer for multiple information systems to Kandahar, Afghanistan, in support of Operation Enduring Freedom.

Mr. Jennings-Roche earned a Master of Science in Information Technology: Information Assurance from the University of Maryland Global Campus, and a Bachelor of Science in Physics from University of Maryland. Baltimore County.
