Most federal information technology professionals learn about secure methods to move to the cloud and the importance of identity management in this process. Today, we examine another aspect of digital transformation: the strategy to protect that data that is a part of that transition.

Our two guests bring experience from both the commercial and federal world. Jacques Vilar had a career in the banking before his transition to the FDIC; he has a deep understanding of commercial as well as federal data security best practices. He sits down with Daniel Carrolll from Dell Technologies to consider topics like classification of data, machine learning, and the importance of enterprise architecture.

Transparency and access are easy concepts to talk about, but they are difficult to implement in a federal setting. Jacques Vilar tells the audience that the FDIC has a fiduciary responsibility to citizens to examine banks. This is extremely sensitive information, and the FDIC has a legal responsibility to control access to that data.

Another crucial topic brought to the table is cyber recovery. During the Colonial Pipeline attack, the backups were compromised. From a federal perspective, one lesson from that attack is to design a failproof disaster recovery system where you separate and containerize data that removes it from normal network access.

Daniel Carroll adds giving people unfettered access to sensitive financial data could be a challenge in and of itself. He brings up the guidance provided by the latest Executive Order on Improving the Nation’s Cybersecurity.

An insight that is of value to the federal audience is Daniel’s recommendation to see what existing features for increasing cybersecurity are not turned on. An agency may have a solution to one aspect of cybersecurity sitting in front of them and paid for.

One way to give access to data in a secure manner is the concept of digital twins. A federal agency can take data from sensors and put it into a virtual environment. From there, they can iterate on the optimal practices before deploying decisions into a live environment.
