Can segmentation limit the impact from a blast zone?

Early cyber attackers entered a system to “land and expand,” and once detected and isolated; their footprint was considered the “blast zone,” but how much damage did they already do before they were caught?

Drawing to the analogy of a submarine that has separate compartments to prevent sinking, agencies that structure their networks into modules, or segments, restrict attackers’ movements and limit how far the fringes of their blast zone can reach. However, attackers continued to counter their fight by commandeering apps that run on networks and override network segmentation in place.
