Deputy Assistant IG, Global Emergencies & Emerging Risks

Beverly is State OIG’s Deputy Assistant Inspector General for Global Emergencies and Emerging Risks, in the Office of Audits, a position she has held since December 2020. In this capacity, she is responsible for audits, evaluations, and other projects of high-cost, high-risk foreign assistance and foreign policy operational programs worldwide, including in crisis, post-conflict, and fragile states. In May 2025, Beverly also assumed responsibility for State OIG’s mandated oversight of overseas contingency operations, which include ongoing Operations Atlantic Resolve (Ukraine), Inherent Resolve (Iraq and Syria), Enduring Sentinel (Afghanistan), and Southern Spear (counter narco- terrorist operations.

Beverly manages a team of approximately 50 auditors and analysts based in Arlington, Virginia, and Kyiv, Ukraine. Her team is focused on the effectiveness of foreign assistance programs and engagements; embassy operations and personnel security; and the Department of State’s (Department) preparedness for emerging risks. Beverly also leads State OIG’s interagency oversight coordination efforts of high-priority, high-profile government-wide events, such as the transfer of foreign assistance programming from U.S. Agency for International Development to the Department, the National Emergency at the Southern Border, and the response to Russia’s war against Ukraine, among others.

Prior to her current role, Beverly served as Director of the Office of Audits’ Financial Management Division. As the Director since 2015, she led audits of the Department’s worldwide financial operations and oversaw external audits of the Department, U.S. Agency for Global Media, and the U.S. Section of the International Boundary and Water Commission’s annual financial statements. From October 2011 through October 2013, Beverly served as the Section Head for OIG’s office at U.S. Embassy Kabul, Afghanistan. She began her tenure at State OIG’s Office of Audits as a senior auditor in 2009 working in the International Programs, Security and Intelligence, and Contract and Grants Divisions.

Beverly began her career as a federal auditor at the Department of Defense OIG in 2003, where from November 2006 through December 2007 she was deployed to Camp Victory and the U.S. Embassy in Baghdad, Iraq. Beverly is an honors program graduate of Saint Francis University (PA) where she received a bachelor of science degree majoring in Accounting. She is also a Certified Internal Auditor (CIA) and a Certified Fraud Examiner (CFE).
