Salvador D’Itri is Chairman of the National Spectrum Consortium. He is currently a public sector technology advisor at Federated Wireless. He has served on the board of the Wireless Innovation Forum, the IEEE Connecting the Unconnected Steering Committee and as an appointed advisor to the Arlington County IT Advisory Commission. His fields of practice include 5G, spectrum management and cloud computing.

Amanda Toman

Director, Public Wireless Supply Chain Innovation Fund

Ms. Amanda Toman is the Director for the Public Wireless Supply Chain Innovation Fund at the National Telecommunications and Information Administration within the Department of Commerce. With over 20 years of experience in research and development in the Department of Defense, Ms. Toman brings technology development expertise to lead and direct the execution of the Public Wireless Supply Chain Innovation Fund.

Prior to coming to the Department of Commerce Ms. Toman was the Deputy Principal Director 5G and Future G and the Director of the 5G Cross Functional Team (CFT) in the Office of the Director of Defense Research and Engineering within the Office of the Under Secretary of Defense for Research and Engineering. Ms. Toman led the 5G and Cross Functional Team research and development portfolio and advised the Under Secretary of Defense for Research and Engineering on 5G, Future G, and Cross Functional Team related topics.

Before assuming her role as Deputy Principal Director 5G and Future G and the 5G CFT, Ms. Toman served as the Acting Principal Director for 5G and Next G Initiative from August 2021 through September 2022. Additionally, she served as a Program Manager at the Combating Terrorism Technical Support Office (CTTSO) in the Office of the Secretary of Defense for Policy, under the Assistant Secretary of Defense for Special Operations / Low Intensity Conflict. Ms. Toman conducted rapid research and development for the Defense Department to combat terrorism, managing a robust portfolio as well as developing innovative technology solutions for urgent needs.

Before joining the CTTSO, Ms. Toman served as a Research Scientist at the Defense Advanced Research Projects Agency (DARPA). She was the technical lead in charge of developing new DARPA program concepts, researching application areas for program development, and analyzing the potential of specific technology applications, including a program to develop bio fabrication of photovoltaics.

Ms. Toman holds a Bachelor of Science in Materials Science and Engineering from Virginia Tech with a concentration in Biomaterials.

Dr. Edward Jennings

Systems Engineer & Mobility Expert

Dr. Edward Jennings has been with SAIC for nearly five years. He has a Ph.D. in Applied Mathematics, is an IEEE senior member, and has over 30 years of supporting US defense efforts. Dr. Jennings has supported the NSA Commercial Solutions for Classified Efforts supporting under NIWC LANT MARCORSYSCOM MAGTF Common Handheld and Handheld Command and Control (H2C2) in direct support of NSA CSfC efforts since 2012. He currently lives in Charleston, South Carolina.

Veneeth Iyengar

Executive Director

Veneeth is responsible for coordinating efforts among federal, state and local leaders to eliminate the digital divide in Louisiana by 2029. Previously, he was an Assistant Chief Administrative Officer for East Baton Rouge Parish Mayor-President Sharon Weston Broome. During his time, the parish saw the best year in history for economic development projects. His role included outreach to executives from leading tech, pharmaceutical and healthcare companies throughout the country and involvement in economic development deals—including the recent Amazon acquisition of Cortana Mall and the redevelopment of a 76,000 square-foot hospital building.

Veneeth was asked by Gov. John Bel Edwards to co-chair his Resilient Louisiana Healthcare Task Force, which included the CEOs of Ochsner, Blue Cross Blue Shield of Louisiana and Franciscan Missionaries of Our Lady Health System. The task force recommended approaches to create an innovative healthcare economy given the challenges posed by the pandemic. Previous to his time as a public servant, Veneeth helped build the Venture Capital/Private Equity healthcare practice for Sage Growth Partners and worked in the Office of the Honorable Robert Mosbacher Jr., former CEO of the Overseas Private Investment Corporation under President George W. Bush.

Veneeth was named a 2018 Forty under 40 in Baton Rouge by the Greater Baton Rouge Business Report, named a 2020 Leadership Louisiana Recipient by the Council for Better Louisiana, elected to the Board of the Pennington Biomedical Research Foundation in 2019 and appointed as a chairman for Innovation Catalyst, an evergreen investment fund in 2019.

He received his Master of Science in finance from Johns Hopkins University and his Bachelor of Science in economics from Purdue University. Veneeth grew up in Baton Rouge and attended Baton Rouge High School.

Kurt Schaubach

Chief Technology Officer

Kurt Schaubach is Chief Technology Officer at Federated Wireless leading R&D, technology strategy, and new product development. He has pioneered the development of Federated’s CBRS SAS and ESC technologies. As the innovator and creator of the CBRS ecosystem, he previously served as the Co-Chair of the WINNF Spectrum Sharing Committee (SSC); Chair of the WINNF SSC Test and Certification Working Group; co-founder of the CBRS Alliance, and Chair of the CBRS Alliance Certification Task Group.

Kurt has over 30 years of wireless industry experience with nearly half of his career in senior technical management roles. He has been active in spectrum development, management, and policy matters throughout his career and is a frequent speaker, author, and panelist on spectrum topics, including spectrum sharing. He has previously served on the Commerce Spectrum Management Advisory Committee. Kurt received his B.S. and M.S. in Electrical Engineering from Virginia Tech and has been granted 8 patents in wireless and spectrum management technologies.
