Beau Houser

Chief Information Security Officer

Beau Houser serves as the Chief Information Security Officer (CISO) for the U.S. Census Bureau where he leads the agency’s cybersecurity program. Prior to joining the Census Bureau, he served as the CISO for the U.S. Small Business Administration (SBA) and the Deputy CISO at the Centers for Medicare and Medicaid Services where he fulfilled the role of Executive Director for Marketplace Security, which included cybersecurity responsibilities for healthcare.gov.

He was recently awarded the 2021 CyberScoop 50 Award in the category of Government Leadership. He was also recognized with a Gears of Government award for Innovation and Modernization of the SBA IT Enterprise.

He holds a master’s degree in Cyber Systems and Operations from the Naval Postgraduate School and a bachelor’s degree in Information Technology from Barry University. He also holds an Information Systems Security Professional certification with a concentration in Engineering.

Mark Canter

Chief Information Security Officer

Mark Canter is the Chief Information Security Officer at the U.S. Government Accountability Office (GAO). In his capacity, Mark oversees the compliance, governance, and security operations. Previously Mark severed as Assistant Director in the Information Technology and Cybersecurity (ITC) team at the Government Accountability Office (GAO). His portfolio at GAO includes a diverse list of engagements on such topics of financial and information systems internal control auditing, cybersecurity, emerging technologies such as blockchains, AI, and safeguarding/privacy of information. In addition, Mark has authored several compliance tools and published several common vulnerabilities and exploits.

Shane Barney

Chief Information Security Officer

Shane Barney is the U.S. Citizenship & Immigration Services (USCIS) Chief Information Security Officer (CISO). In this role, he manages USCIS’s next generation Information Technology Security program responsible for ensuring the confidentiality, integrity, and availability of USCIS networks, systems, and information, protection from both internal and external threats, as well as the implementation of the information security program and policies for the agency.

Before accepting the CISO position, Shane served as the Deputy ISD Chief and Deputy CISO and served as acting CISO.

Prior to Shane’s roll as ISD Deputy, he was the Chief of the Cyber Intelligence Branch within ISD overseeing the classified operations, communication security, insider threat, and forensic programs for USCIS. Before joining the federal workforce, he worked as a contractor for USCIS first in the Contracting Office in Vermont and then with the Office of Security and Integrity in Washington, D.C. As a contractor, Shane helping to charter the technical direction for the intelligence and fraud/risk detection missions on the classified networks. He developed analytical tools, data requirements, and system access needs in support of these missions.

Shane holds two Master’s Degrees and a Bachelor Degree all from the University of Vermont.

Keith Busby

Acting Chief Information Security Officer

Keith Busby is the Acting Chief Information Security Officer (CISO) for the Centers for Medicare and Medicaid Services (CMS). He leads enterprise cyber security, compliance, privacy, policy, and counterintelligence functions at CMS and ensures the Agency complies with secure IT requirements while encouraging innovation.

Mr. Busby has over ten years of experience in information technology, security, and management consulting.

Previously, Mr. Busby served as the Deputy CISO, the director of CMS’ Cyber Threat and Security Operations Division, and the director of the agency’s Security and Privacy Compliance Division.

Before his tenure at CMS, Busby was executive director of Information Technology Security for the School District of Philadelphia.

Keith is an eight-year U.S. Army veteran with a bachelor’s degree in computing and security technologies from Drexel University and a master’s in cybersecurity and information security from Capitol Technology University.

Keith likes to brag that he is a participation trophy award-winning backyard BBQ pit master. He is a dedicated youth baseball assistant coach who spends his “free” time shuffling his son from field to field.

Sanjay Koyani

Director, Information Technology Operations & Services

Sanjay Koyani has over 20 years of experience in leading transformation and modernization efforts in government. Currently, he serves as Director of IT Operations and Services at the U.S. Department of Labor (DOL) in the Office of the Chief Information Officer. His responsibilities include overseeing the following DOL-wide operations: Customer Service Center, Datacenter and IT Infrastructure Operations, and Network Services, including enterprise and agency applications and infrastructure systems as well as cloud resources.

In this role, Sanjay manages enterprise-wide IT infrastructure and cloud resources, monitors all aspects of the DOL network, implements and maintains enterprise and agency applications, and supervises the Enterprise Service Desk. This also includes acquisition specifications and evaluations, as well as implementing and integrating enterprise and agency infrastructure systems and services hosted and delivered internally and externally, including those delivered as Infrastructure as a Service (IaaS).

Previously, he served as the director of the Technology, Innovation and Engineering directorate, where he outlined the Department’s technological vision, implemented emerging technology and data strategies, and ensured technological resources align with the DOL mission and agency business needs.

Prior to the Department of Labor, Mr. Koyani served as the Executive Director for Innovation at the U.S. Department of Health and Human services (HHS) in the Office of the Chief Technology Officer. He oversaw enterprise-level innovation programs, enterprise data strategy, and public-private partnerships including kidney and Lyme Accelerators. He also led significant programs in regulatory communications and digital strategy, budget and congressional oversight, and establishing operations and innovative systems for new offices.

He has a Master of Public Health from the University of Tennessee and a Bachelor of Arts in Psychology and Biology from Purdue University. In his free time, he enjoys hiking with his son and daughter, and spending time with his family.
