Chief , Systems Engineering Division

Ms. Baboolal is the Chief of the Systems Engineering Division (SED) at the Office of the Chief Information Officer (OCIO) for U.S. Immigration and Customs Enforcement (ICE). In the role, she leads an Information Technology (IT) organization with over 100 federal employees and contractors, providing mission critical IT services for a law enforcement organization with over 20,000 employees. She will continue to focus on rapidly delivering high quality collaborative solutions with professionalism and ingenuity to employees and stakeholders.

In her current role, Ms. Baboolal is responsible for developing, modernizing, and enhancing ICE IT infrastructure. Providing Architecture and Engineering, Application Hosting Services, Quality Assurance, and Project Management for enterprise solutions.

Ms. Baboolal began her Federal Government career with ICE in 2009, as the Architecture Test and Evaluation Section Chief. She has served in several roles, including the Detention and Removal Operations Modernization (DROM) Program Manager, Quality Assurance Branch Chief, and the Solutions Delivery Deputy Division Chief. Ms. Baboolal came to ICE from Science Applications International Corporation (SAIC), where she was the Supervisor of Test and Evaluation supporting government contracts for the Department of Justice and the Department of Homeland Security.

Ms. Baboolal has an IT Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). She holds a Bachelor of Science degree in Information Systems Management from Wilmington University.
